Woodfuel Production, Trade and Education in the Philippines

This national consultation was held from November 16-19, 1999 at the Training Center for Tropical Resources and Ecosystems Sustainability (TREES, College of Forestry and Natural Resources, University of the Philippines Los Banos. There were 35 participants representing various colleges and state universities in the country and government agencies involved in wood energy. Twelve papers were presented in the technical sessions.

Generally, the national consultation aimed to enhance awareness of trainers and academicians in lead national forest and agroforestry training institutions in the Philippines about the role of wood energy and its prevailing systems of production and trade, and to seek their support in integrating sustainable wood energy development issues/topics into the training and education curricula of relevant sectoral institutions.

Twelve papers were presented on four major topics: the national woodfuel situation; production, processing and trade; environmental and socio-economic impacts of wood energy; and integration and institutionalization of wood energy in curricula/training courses. The paper presenters were from FAO-RWEDP; Forest Management Bureau (FMB); Forestry Department Center (FDC), Department of Forest Products and Paper Science (FPPS), Environmental Forestry Program (ENFOR), College of Forestry and Natural Resources, University of the Philippines, Los Banos (CFNR-UPLB); Department of Energy (DOE); University of San Carlos; and the Technical Panel for Agricultural Education, Commission on Higher Education (TPAE, CHED).

Specifically, the papers addressing topic one, the national woodfuel situation, were: Wood Energy Production and Trade in Member Countries: The Need for Integration in Forestry and Related Sectoral Education in the Philippines by Mr. Tara N. Bhattarai: General Introduction: Energy Supply and Demand Mix by Engr. Rueben T. Quejas; Wood Energy Resources in the Philippines by For. Al Rashid Ishmael Al-Hadj; and Institutional and Policy Support to Woodfuel Development in the Philippines by Dr. Josefina T. Dizon.

On the topic of production, processing and trade the papers and their presenters were as follows: Woodfuel Flows in Six Urban Areas of the Philippines by Ms. Felicisima V. Arriola; Patterns of Commercial Woodfuel Supply, Distribution and Use in the City and Provinces of Cebu, Philippines by Prof. Elizabeth Remedio; and Modern Applications of Wood Energy by For. Vernon Vinluan.

Three papers were presented on the topic environmental and socio-economic impacts of wood energy and these were: Environmental Impacts of Establishing Wood Energy Plantations by Dr. Rodel D. Lasco; Economy-Energy Nexus: Impacts and Implications for Change by Dr. Nena O. Espiritu; and Woodfuel Supply and Demand Study: Mainland Palawan by Dr. Antonio P. Carandang.

The fourth major topic, integration and institutionalization of wood energy in curricula/training courses, also had three papers. These were Wood Energy and Forestry Education in the Philippines: Country Status Report by Prof. Stella Villa A. Castillo; Mechanics of Integrating Fuelwood and Wood Energy Issues in the Forestry Curricula by For. Leonardo D. Angeles; and Potential Topics/Courses for Integration in Formal and Non-Formal Forestry Education in the Philippines by Ms. Eumelia B. Corpuz.

After the presentations, wood energy issues and concerns were identified and deliberated on by the participants. The issues/concerns were classified into wood energy production and trade. policy/institutions and education research. Two outputs were also presented which dealt with the integration of wood energy courses in forestry curricula and integration of wood energy in non-formal forestry education. Wood energy topics were identified through the courses in the BS curricula with the corresponding number of units and the number of hours. Regarding the integration of wood energy issues into non-formal education, the current situation was first looked into then training topics were identified. Six courses with corresponding recommendations were also discussed.
